When compared side to side, Prop B failed mostly because it did not fund its mandate as the revisions now seek to do. It also did NOT address puppy mills per se - only all breeders; they are not the same. Very good breeders take back any of their puppies at any time in their lifetime. The revisions are not perfect but are certainly better than the HSUS sponsored Prop B. MO has had Operation Bark Alert for about 3 years now - it alone has made a tremendous difference to dogs in need and poor breeding operations. Just because someone names something the "Puppy Mill Bill" does not make it true; and it didn't in the case of Prop B and HSUS. The only good it has done, which is a lot, is to bring the plight of raising pets in poor to criminal conditions to the consciousness of the general public. It seems to be the way things are done now. The voters no longer have a voice.<br /><br />As a breeder, I'm completely in favor of stricter laws controlling breeders.
